Good One Recurring Rust

I have an old Good One smoker, it's the smallest version. And I have a rust issue around the two front air vents. I have sanded the spots, wire brushed the spots and put on multiple coats of high temp spray paint, yet they continue to come back. Does anyone have any ideas how to fix this? Or, does anyone know of a place in Olathe I could take it to to have the rust grinded out and the smoker powder coated in high heat paint? Any suggestions are appreciated.
